Indiana’s New Wake Surf Law
Takes Effect July 1
The Watershed Foundation is excited to share additional
information and answer questions about the new wake surfing law that will take effect on July 1.
What does this new law say?
● Wake surfing is prohibited between sunset and sunrise on all public lakes in Indiana.
● Wake surfing is prohibited on small lakes (299 acres or less), which have a 10-mph speed limit, unless a special ruling has been granted from the Natural Resources Commission. In addition, if a small lake already has speed exemptions in place (for example, skiing only between the hours of 1-4 pm), then wake surfing must be limited to those hours.
How will this bill impact wake surfing on Crooked Lake?
● Wake surfing is not permitted on Crooked Lake.
Is TWF against wake surfing?
No. We are not against wake surfing. TWF advocated for this bill to protect and improve water quality and reduce the ecological impact of wake boating activities on small lakes. We also believe these changes will help make our waters safer for all to enjoy, but that was not our focus.
Why was this legislation necessary?
We’ve heard from many lake residents who thought these activities were already illegal because they believed the speed limit at night was idle speed only. But in fact, the speed limit at night and on small public lakes (< 300 acres) is 10 mph. Since wake surfing can be conducted at 9.9 mph, it was legal to undertake this activity at night and on small lakes.
Why is this legislation important for water quality and lake protection?
TWF takes action based upon scientific evidence. The most comprehensive research on boating impacts was conducted by the University of Minnesota’s St. Anthony Falls Laboratory – one on wave impact released in 2022 and one on the impact below the lake surface in 2025. By following these links, you can find summary reports, full scientific articles, videos, and FAQs.
This news story from Minneapolis in August 2025 includes video footage showing boat impacts on the lake bottom at different depths, captured by both underwater cameras and a drone.
Looking Forward
TWF is currently creating lake maps to help recreationists identify the best places on their lakes to wake surf and participate in other water sports with minimal impact on lake health.
HB 1062 represents an important step toward protecting and improving Indiana’s small lakes. The Watershed Foundation will continue advocating for our lakes—sharing science-based information and promoting responsible recreation on all lakes.
Thank you to the hundreds of people who contacted their state representatives in support of HB 1062 to address concerns about the impacts of wake boats on shoreline erosion, water quality in smaller lakes, and nighttime safety. Indiana State Rep. Dave Abbott has been working for 7 years to pass this legislation and with the help of TWF and your lake community, we did it!

I’m writing to ask you to support HB 1062. I live on _______ Lake in _____ County, and I boat & fish on several lakes in northern Indiana. I’m concerned about the impacts of large wake boats on shoreline erosion, water quality, and safety—especially on smaller lakes. HB 1062 is a balanced approach that protects small lakes while still allowing wake sports on larger lakes.
Thank you for your consideration,

Operating any boat in shallow water or near shore can negatively impact our lakes. However, large waves created by wake boats can be especially damaging to small lakes.
Wake surfing and wake boating on small lakes raise serious concerns due to their potential impacts on water quality and aquatic ecosystems. The larger waves they produce can accelerate shoreline erosion, while the strong downward thrust—especially in shallow areas—disturbs the lake bottom, damaging habitat and resuspending sediment and phosphorus into the water.
The good news? Recently proposed legislation could help protect small Indiana lakes from the effects of wake boating activities.
State Representative Dave Abbott has introduced House Bill 1062 to address some concerns and impacts of wake boats and wake surfing.
There are two main components to the bill:
If House Bill 1062 were to pass as written, here’s how it would affect lakes in our lakes community:
Overall, we believe these proposed changes will have a positive effect on the lakes in our watershed and beyond! They’ll reduce the ecological impact of wake boating activities, especially in smaller lakes, and will help make our waters safer for all to enjoy.
HB 1062 has been scheduled for a reading at the Indiana Statehouse. Convening Time:1:30 PM Tuesday, Jan 20, 2026

If we can work together to share our concerns with our state legislators, we’re optimistic this proposed legislation can help. TWF believes this bill offers a measured and reasonable approach to the safety concerns and ecological damage being done by some wake boats and wake surfing on some Indiana lakes.

Thanks for taking action not just for your lake, but for healthy lakes in our watershed and throughout the state!
